Default mail rule edit dialog box appears then disappears

After the most recent round of MS Updates, I am no longer able to edit rules
in Outlook 2007. Rules can be ADDED, but not edited. After clicking the
button to pull up the mail rule editor, this box appears, then *very* quickly
disappears. (System must be incredibly busy to slow this down enough to see
this happen at all.)
