Default Launch a Batch Task from Outlook 2003 - Custom Actions ?

I a trying to invoke a Batch task via a .BAT file based upon the
receipt of specific message in Outlook 2003 (no SP's installed). This
is somewhat similar to another thread I noted

but in this case I do not need to wait for the completion of the .BAT
process. I am a many-year software developer (but mainframe) so know
absolutely little or nothing (lets call it nothing) about VBA, what,
where, or how to see it, change it, invoke it ... but with pointers can
read and learn.

I have tried using the MS CRARun.dll, written the Outlook Rule, changed
the registry and have made nothing happen. I have dowloaded and tried
what appeared to be just the ticket, a small program based I understand
on CRARun.dll and named Launcher.dll. It's supposed to launch the code
of my choice (or at least that's my understanding). I found source
code to CRARun through googling and downloading the SDK (but have no
idea what to do with it - I don't now C or C++ either ... am I over my
head here or what). I have followed the simple rules offered by
Slipstick for the Launcher at

but I get no prompt from the Launcher.dll and thus have no idea how to
specify the name of the task I wish to launch. I have gotten the rule
to fire (after waiting what seemed an eternity after one of the many
rule add/deletes, registry change/deletes, more quickly on one of the
other attempts) but the only action I obeserve is a new window with
view of the C:\Program Files\Common Files\Microsoft Shared\OFFICE11 (or
something like that .... I did not save the path and am doing a little
guesswork on the last folder or so).

So, if anyone can point me to something else to read (if my cause is
not too much of a lost one considering my total lack of knowledge about
PC software development) I would very much appreciate the feedback.
