I need an approvals process tracking form but not outlook forms

Outlook forms work fine at the host location (MS Exchange server) but we
cannot read the form using other ISP as providers to out-of-office personnel.

Is there a none Outlook document which will support transporting a message,
give options for dialoge, and allow voting, accept / reject, and tracking of
voting ??

For remote users, you might try establishing a VPN connection to your
network. This would allow them to connect to your Exchange server when
online.
