Default Run a local application from an emailed link

I am trying to run an application that is installed locally on a client's
computer from a link pointing to the .exe file. It will work in Outlook 2003
with the "launch applications and unsafe files" security settings set to
prompt or enable, but this setting isn't available in Outlook 2000. Does
anyone have any suggestions?
