Default parce txt doc to become a merge doc with email address.

I need a program. I receive an email message and attached is the dept
telephone bills in a txt doc; each individual has a PIN number on the bill.
I need to parce the document; and merge the PIN number to the owners email
address on our dept roster or make a roster up. This way I can run the
program, merge the txt doc to the email address and send them out. No more
printing of bills. There are eight thousand phones and a lot of paper would
be saved each month. I want to send the program out to over 100 departments
so they can do the same thing. Could I also get a record of responses made
automatically? Using the Response Options: Once they open the message they
can respond: Yes, statement is correct, and NO, statement incorrect. This
way I can keep track or a record of the messages.
