Entering phone numbers / filling in "Standortinformationen" popups

Default Entering phone numbers / filling in "Standortinformationen" popups

I am running Vista in Germany (it has seriously been a pain that I can't
change it to English without paying to upgrade), and installed Office 2007 in
English (thankfully this was possible).

When I try to edit contact's phone numbers or create new contacts with
anything in the "phone" field, and tab away from the phone field, Outlook
gives me a series of popups (in German). I have screenshots of these. Whether
I click "ok" or "cancel" (and then click "yes" or "no" on the error messages
that follow), it returns me to the Standortinformationen popup.

It here asks me to enter my Land/Region, and offers a default value of
"Vereingtes Königreich". It doesn't accept this default value if I click ok
or anything else. It also asks for "Ortskennzahl", "Netzkennzahl (falls
erforderlich)" some other values. Does anyone know what values I should put
in these boxes to make this popup disappear? Once the popup appears, I have
to use Task Manager to kill Outlook before I can do anything else.

OK, whilst trying to get rid of this Outlook popup, I can see that the
Contact's phone number has become underlined, and it correctly states what I
want it to say (an international phone number); so I don't actually want any
of these popups to do anything or change anything.

So, two questions:

(1) How do I make Outlook accept what I've typed in the 'phone' field and
stop those popups?

(2) What on Earth do I need to edit to make these popups appear in English?
