Default How do you set up a master contacts database for everyone to use?

Hi, we have Outlook 2003 and exchange server 2003. We are trying to set up a
"Master" contacts folder that no one "owns" or has to "share" but is accessed
by all and is on the server. That way everyone in the office can get access
to it at any time to e-mail or call one of our contacts.

Thanks,
JAP
