Default set default carbon copy recipient in outlook 2003

Hello, I need to set default carbon copy recipient in Outlook 2003. At this
moment we don't have Exchange server in our network ... so i need to fix this
issue whitout Exchange server. Can you help me?

Create a sending rule that Ccs the address you want.
