Use the By Category View to sort your Contacts.
Select the Category.
Do a mail merge from Outlook to create labels to the Contacts you've
selected.

Russ,
Do I use View, then customize current view, then sort, and only sort by that
category? Then i would go to Tools and Mail merge from outlook?

No. You cannot sort by Category. Category sort is meaningless and impossible
since any contact may be listed
under multiple categories.
You can only group by category.
