Have you tried creating a new contacts folder in the Public Folders hierarchy? Users can then copy contacts they want to share to that.

I have - but we ideally would like to have this as the only - or the default
- contact list for everyone, rather than have to maintain 2. We would like to have to make updates in only one place. There's nothing built into Outlook to make that happen. You might want to look at the sync solutions at http://www.slipstick.com/outlook/sync.htm
