Can Outlook index tabs be divided 1 letter per tab?
You can't as it is hard coded.

Thanks -- I though a different version I had once filed all entries under
one single alphabet tab after enough entries under that letter. Maybe I was mistaken. It is just not very handy scrolling past all the "L"'s for instance to get to the M's. Thanks again.
