Default Outlook 2003 Master Category List

I have an Exchange 2003 server in a windows domain with roaming
profiles. When a user logs on to a different computer the same Master
Category List in their Outlook is not there. A checkbox is there for
the item I added from the other computer but only for those contacts I
added it to and it says (not in master category list).

I would like for when a user creates an addition to the master category
list it will follow them in the roaming profile. Is this possible? Any
help would be appreciated.
