Default How do I send a form letter to a contact from Outlook

I am trying to make Outlook act like ACT! in this respect. I would like to
be able to go to a contact and send a template letter to the contact.

The action bar has the send letter to contact but it is a blank letter. I
have different letters that go to clients at a particular time depending on
many factors but it is usually one client at a time
