Default create folder in a shared contacts list

I have set up exchnage server 2003. Everything has been running fine for the
past 6 months. In the begining, I created a dummy user in active directory
called master list. I used this user for all of the other users to share the
contact list in outlook2003. Hence the name "master list". I am not sure if
this was the proper way to go, but it has worked fine until recently. All of
the users that have been modifying the contacts from the shared "master list"
contacts have asked if the could create sub folders in the master list
contacts. I guessed that if they have been moddifying/adding contacts all
along, then why not? For the life of me, I cant figure it out. Any ideas?

You can only create subfolders if you've opened the user's mailbox through the properties of the Exchange service, in other words if you can see it in the folder list. Other users would have to do the same to see those subfolders:

To access a shared folder that isn't one of the folders listed on the File | Open | Other User's Folder dialog, the mailbox owner needs to grant "folder visible" permission to the root of the mailbox and any other parent folders of the shared folder, as well as appropriate permission -- at least Reviewer -- on the shared folder itself.

The user who needs access then goes into Tools | E-mail Accounts or Tools | Services (depending on the Outlook version), brings up the properties for the Exchange Server service, and on the Advanced tab, adds the mailbox.
