Default forward vCard .vcf issues

Our office is having a problem sending vCards to each other.

If we:
1) go to Actions - Forward as vCard the e-mail gets sent, but not
received by the recipient

2) right click on a contact and click Forward, the e-mail gets sent,
but not received by the recipient

3) copy a .vcf file to our desktop and then attach to an e-mail, it
gets sent and received by the recipient.

These are true for internal and external e-mail recipients.

What can I do to remedy this?
