You don't mention what operating system you have, but you might try using
the LISTool to delete any remnants of the Local Installation Source (MSOCache). This should let you use your original Office 2003 media to uninstall/reinstall and patch like a mad hatter. The program states "The operation failed due to an installation problem. Restart Outlook and try again. If the problem persists, please reinstall."
