Default MS Outlook 2007 - Failed to register a VB Script DLL...

Hi,
I have read the notes on the same issue for not being able to start Outlook
2007. Yet I am still having trouble.
I am new to vista and 2007 Outlook, having recently purchased a new laptop.
I cannot find frmcache.dat nor can I find the .pst file.

Would appreciate any help you can offer.
very lost..
