Default imbedded images not downloading & junk mail filter not filtering

For some unknown reason in Outlook 2003, some security settings seem to have
taken on a life of their own without regard to the selected settings.

E-mail messages that have imbedded pictures don't let the pictures download
even though the setting for that option should allow them to download.

At the same time this started, the junk email filter seems to have stopped
working. No junk mail is captured to the junk mail folder even though this
setting should be picking up most of the junk mail.

I have looked at all of the various settings to configure both of these
items and they are set correctly but in both instances are not acting as the
settings should allow or disallow.

Have you looked at your Safe Recipients list?
Verify that you haven't added yourself to this list.

Do pictures download when you use the Infobar at the top of the message?
Note that these are linked pictures and not embedded pictures as they reside
on a web server and are not embedded within the message.
