Default Outlook 2K3 on tS can't start when reconnecting to a rebuilt SBS2K

We had a SBS2K3 server crash. The original configuration has a W2K3 terminal
server attached to the domain through which TS clients access their Outlook
and other office applications.

After SBS2K3 has been rebuilt with the same host name, and Exchange 2K3
reloaded and all mailboxes exmerged into the mailstore (all users are named
the same as before). The W2K3 terminal server was first made a workgroup
server, before joined to the new domain.

Now when user attempts to use Outlook 2003, it would go through the motion
of initalising then emit the following error message:

Microsoft Office Outlook
Cannot start Microsoft Office Outlook. Unable to open the Outlook window.
The set of folders could not be opened. The connection to the Microsoft
Exchange Server is unavailable. Outlook must be online or connected to
complete this action.

The users can however use the OWA in the terminal server or for that matter
anywhere on the LAN to access their emails.

I have since uninstalled Outlook 2003, then reinstalled it. But that did not
resolve the problem. One thing of note is that while configuring the profile,
the "Use Cached Exchange Mode" is unchecked and greyed out.

Installing Outlook on the user's host PC running XP receives no problem and
Outlook performs properly. I feel that it's something to do with Outlook on
the terminal server having established a prior relationship with the crashed
SBS server that is at the root of the problem.
