Default Outlook 03

I need help. When I open a email that has a link of any kind and I want to
respond to it. I can not. When I click on the link, the "Locate Link
Browser" appears. How do I change this so that I can open a link.

That question has been asked and answered hundreds of times. A simple
search would have found any of those prior solution posts.
