Default How to deploy rules and categories

We are getting ready to deploy Exchange 2007 and Outlook 2007. I am
going to need every user to have the Green color category renamed to
"M" and have an inbox ruled that assigns that category to any mail
from someone in the GAL. I would like to avoid having to set the
category and the rule on each individual's machine after deployment.
Is it possible to customize the installation of Outlook to have the
rule and category already set?
