Default Outlook 2003 on Vista Won't Launch

I've read similar posts, but really don't see a definitive answer or any
suggestions that actually solved the problem.

Outlook works great on one users profile. On the other, it won't launch. It
presents the "The operation failed due to an installation problem..." error.

I followed the directions he
http://www.howto-outlook.com/faq/newprofile.htm and that didn't help.

It is Outlook 2003 installed on a Vista PC (native Vista, not upgraded from
XP).

Thanks in advance!

The OS and Outlook version are compatible.
I'd figure its a problem with permissions for that other user profile.
I'm assuming you are using different Windows level profiles. Does that user
have administration privileges?

What happens if you right-click the Outlook shortcut and choose Run as
Administrator?

Both users are set as admins.

The same failure occurs if I right-click the Outlook.exe file to launch it.

I set-up a new user with admin rights and the same failure occurs when just
doublicking to launch and right-clicking to run as admin. The original user
(admin rights) continues to work without a problem.
