In mid-July, suddenly one day, Outlook Express would no longer open up! The
pop up message reads:

"Cannot start Microsoft Outlook. Unable to open the Outllok window. The set
of folders could not be opened. The server is not available. Contact your
administrator if this condition persists.

I uninstalled and re-installed Microsof 2003 to no avail.

Bit confused about your post, are you having a problem with Outlook Express
or Microsoft Outlook? Reason I ask is that error message text you gave
indicates Microsoft Outlook (part of Microsoft Office) is not starting up
and not Outlook Express.

If it really is Microsoft Outlook you are having a problem with, might try
creating a new mail profile via the mail applet in the control panel.
(Don't copy the existing one, create a new profile and set it as the default
to see if Outlook will run. If it does, then you know the other one is just
funky and you can remove it.)
