I can't see the business tools menu in outlook 2003

Default I can't see the business tools menu in outlook 2003

I've installed Business Contact Manager from the separate CD.
I've installed all updates.
I've shutdown and restarted (XP machine with latest updates)
Any ideas how to fix this?
