Default Import & Export menu item is always disabled in localized Office20

This question may be related to the MUI version.

We installed the Office 2003 Traditional Chinese SB & Profession version on
the English Windows XP profession with Chinese languages withiout the XP or
Office MUI.

1. Is this configuration okay? Shall we replace it with Office 2003 MUI
version instead of the Localized version?

2. There is an old .pst file in English Outlook XP and we want to import it
to the new Outlook, but the menu item of Import&Export is always disabled.
Why and how can we fix this?

Don't import the old .PST file, re-use it:

That's the first thing we do, but we cannot see all Chinese characters on the
Subject & Folders.

Viewing an old email is okay.

Well then, create a new .PST file with the correct language subject and
folder names, then drag the old email out of the old .PSD and drip it into
the new .PST. Importing a .PST file usually causes Outlook profile
corruption, plus you lose the following information:

1. Custom Forms
2. Custom Views
3. Connections between contacts and activities
4. Received dates on mail
5. Birthdays and anniversaries in calendar
6. Journal connections
7. Distribution Lists
