User is running Outlook 2003, originially he had problem with Send/Receive
mail and after the reinstall of Outlook it fixed the problem. After the
reinstall everytime after exiting Outlook using File Exit or the application
close icon, the Outlook process keeps running. When he tried to re-open
Outlook, another Outlook.exe process will be showing in Task Manager but
Outlook wil not open (sitting at hour glass). He must kill the process or
reboot to re-open Outlook.

He has already tried Step 1 to 4 in
http://www.howto-outlook.com/faq/outlookdoesntstart.htm but the problem still
exist.

Any idea?
