I had an exchange mailbox in Outlook, but now I want to add a POP3 account.
When I go to add a "new accout" it only shows me new accounts for Exhange
Server. How do I configure Outlook to not "grey out" the POP3, IMAP, HTTP,
etc below?

It sounds like the admin disabled it using group polices.
