Default I cant get email notification working in microsoft outlook

Hi,
I hope theres someone out there in cyberspace who can help me.
I have Microsoft Office 2003 and I cant seem to get email notification
working in Microsoft Outlook. I cheched the help center and tried the
following -
ToolsOptionsEmail OptionsAdvanced Email Options
The following checkboxes are all checked, but I still cant get email
notification.
Play a Sound; Briefly Change the Mouse Cursor; Show an Envelope Icon in the
Notification Area; and Display a New Mail Desktop Alert.
I tried the preview and it worked, but then sent a test message to myself
and also one from my hotmail account but there were no email notifications.
Is it supposed to display a notification even when Im not working in Outlook ?
Surely theres something I've missed, hope you guys can help me out with this
one.

Outlook should display a notification whenever it is running; it can be
minimized or open, but it must be running.
