Default cannot recieve email

i get error message "recieving error report (0x80040900) the server name you
entered can not be found on the network (it mightbe down temporarily)...
i checked with isp rogers cable and they are fine and my settings are fine.
i have tried new profile, deleted my anti-vir personal antivirus program,
re-installed office 2003 sp2 but to no avail. I can send email but i cannot
recieve
