Default Toolbars at Outlook Start Up

When I start Outlook, I get 2 toolbars, one of which I do not want to show.
When I go to "View/Toolbars" and uncheck it, it is not shown anymore.
However, when I re-open Outlook, it appears again. I have tried to "delete"
the toolbar and "reset" it, but it still shows up every time I open Outlook!
Any suggestions?

It happens to be the PDF Converter 3.0 Toolbar. Do you think that this
option is controlled within that application?

Yes. Third-party toolbars need to control themselves. This particular
toolbar has never been well-behaved, based on the numerous posts about it in
this newsgroup.
