Default News command in Outlook 2003 has disappeared. How can I recover?

I installed Outlook and wanted to use the News reader. I attempted to drag n
drop the news command but it has fatefully disappeared from all command
menus. How can I recover it? I have un-installed Office and re-installed it,
but the problem is still there.
