Default outlook free/busy information

I setup the free busy options via a gpo,
The gpo gets applied correctly, when I go to my free busy options, the
dialog box is grayed out with the right settings I defined in the gpo.
However, the free/busy info doesn't get updated, the vfb file is never
updated.
Only if I click on the send/receive...free/busy information, then the vfb
file is updated right away and I get the "free/busy information successfully
sent" popup

any idea?
