Default Multiple instance starts

I have a user that at times thinks Outlook is not up and clicks on it
agsin. Now there is another outlook.exe in the task list. None put up a
screen and so none are usable. I have to end all of them or log off and
back. Is there a solution to prevent this idiotic situation?
Why would outlook.exe be up but no screen. User keeps trying and at
times I have seen 8 copies running. W7 w Outlook 2007.
