When your send/receive attempt fails, there will be an error message (and number) that you'll see if you click on that tab. The contents of the error message will be the key to the problem. Commonly what happens is that you're trying to send mail without authenticating to your SMTP server properly. You should double-check to make sure it's set to use the same password as your POP3 server. Another common cause is that your send/receive poll is set to too short a period (try 10 minutes) and yet another is configuring antivirus to actively scan incoming and outgoing emails.
