The EULA for the retail version allows 2 installs: one to a desktop and one
to a laptop so the download probably allows two installs/activations but
you'll need to check the EULA to be sure.

In the UK it says "one primary device and one portable" - doesn't specify
what the primary device is....

The user specifically asked about a desktop and a laptop. It also goes on
to state that the second device needs to be used by the single primary
users - ie, its not legal on my husbands desktop and my tablet - but the
user said "his desktop and laptop" so it would be legal and will activate.

All of the 2007 eulas are online at
