Default gray, it's making me; 2007

Outlook 2007 , as a client for Exchange Server off a SBS box.

"Rules and Alerts" is grayed out. I am able to get email off the
POP3 connection via Exchange Server, but I need to test Rules as a client
of mine is reporting duplicate email in boxes when the user has multiple
email accounts. It seems eveything comming into her general mailbox is also
ending up in each folder where the other accounts are sent - so if you can
help with this, I dont need to care about why my test bed "Rules and Alerts"
is grayed out.
