Default Follow up Flag

Using Outlook 2003. When I set a reminder on an email, it does not go into
the "Follow Up" folder. Therefore, a popup does not appear in the "Reminder
View". The email turns red when the date/time has expired, but no
popups/reminder windows appears.

Added note!
This works fine on my husbands computer but not on my work (Laptop)
computer. It also does not work on my friends computer at work.

Is this a setting that has to be turned on? What's the deal.

Help
