This is the same as your system's timezone, changing one changes the other. Not true for Outlook 2003 and earlier. It is true for Outlook 2007, I believe. I tested both Outlook 2007 and Outlook 2003, both update the system timezone when you change the timezone in Outlook. Both also update the displayed timezone in Outlook when the system's timezone has changed.
