I sent several emails to colleagues with delivery confirmation. The
first three sent back "delivery confirmed" immediately. The last one
returned a message of "delayed but delivered." What does this mean?
Also, was the email actually delivered to the recipient? It is a very
important email and more urgent ones will need to be sent also. I
want to make sure that I don't need to deliver paper copies to this
person instead every time I send an email. Thank you for your
assistance, it is much appreciated.

I think it was delivered but probably got hung up along its way by a down
server. A few retries later, it was delivered.
