Default Setting Up My Charter E-mail Account in Outlook 2003?

I have gone through the tutorial to set up my e-mail account in Outlook, and
I can send e-mails but I can't receive them. I have checked to make sure that
my incoming server is set to pop.charter.net and outgoing is smtp.charter.net
and I can't figure out why it doesn't work. Can someone offer any assistance.

And what does Charter say when you call them?

They are not much help. Supposedly I have it set up correctly. When I run the
"test", I get a "completed successfully" message on all. But it isn't
working! I can see my "Sent Items", but my Inbox is empty in Outlook. However
when I go directly to my Charter E-mail, all of my test e-mails are there in
my Inbox.

Enable diagnostic logging and see what the log shows as happening during the
send/receive.
