I have Outlook 2007 (attached to and SBS 2003 Exchange server) set to Send &
Receive at 5 minute intervals. When I click 'Send' in a message, it goes to
the Outbox and is not sent within a 5 minute window. In fact, it will never
leaves the Outbox without clicking on the Send/Receive button.

Change the automatic mail polling setting to every 10 minutes. That's the
minimum time between polling to allow the mail servers to reset.

I tried this and it does not work.

I can see the Send and Receive cycling and I get mail in, its just that
Outlook is not checking the Outbox. This worked fine with Outlook 2003 with
the same settings. This problem exists on all workstations in the domain.

Find and delete the .srs file - Outlook will rebuild it the next time you send/receive.
