Counter measures to eliminate spammers: shoot the hostage.
Their inbox is the source of their motivation. So to destroy spammers,
destroy their motivation. Offence is the best form of defence. I mean 'shoot the hostage'. Killing drop boxes is an old goal of anti-spammers. Of course, it depends on the nature of the spam. In the case of 419'ing a drop box is really all you usually have - most of them are sent from internet cafes so IP's aren't really important. Some spammers don't have visible drop boxes. (they might have a drop box which is accesseed through a PHP mailer on the website but in most cases you can't see it.)

There are plenty of other ways to pick up responses than email. - TOASTEDspam.com
