Default Why is Outlook 03 synchronizing folders with every send?

Running Outlook 2003 and WIN XP/SP2. With every send attempt, I get an icon
and a message Outlook synchronizing folders. Send and receive times have
increased tremendously. I was online with my ISP and they claim issue is on
my end. I use cable modem and my web-based mail works fine using Time
Warner website.

This occurs on my laptop but not on my desktop. Suggestions?
