Default outlook2002SP#installed won't accept betaBasics as passport ID/pw

what makes the local pop-up window for passport log-in & password launch? Is
it Outlook? If I use betaBAsics passport info, error resopnse:0x800 40115
perists--can not access email.
If I sue the free hotmail passport ID/pswd the pop-up gets goes away, IE
displays a blank white page with URL
http://loginnet.passport.com/digest.srf?_lang=EN&lc=1033&fs=1&ct=1182364682&tw= 86400&id=2&kv=0&ru=http%3a%2f%2fwww%2ehotmail%2ems n%2ecom%2fcgi%2dbin%2fsbox%3frru%3dcompose%253ftyp e%253ddmc%2526action%253dcompose%2526to%253dcashfl ow%252540myinvoicemoneynow%25252ecom%2526subject%2 53dContact%2526&log=1/Thank
you. Please I need to get organized with a new business.

Troubleshooting: confirmed online that my programs are authentic. Is it the
beta Office2007 interferring? with my installed Outlook2002 SP#?
