Default New Meeting Request as default

When I am viewing my Calendar and I double click on a specific time, the
default window that opens is for a new appointment.

Is there any way to have a new meeting request window open up instead?

Not sure, but it's a simple mouse click to use the "invite attendees" button
in any new calendar appointment....
