Default Outlook2000 intercepting OWA usage

One of the users on our network is reporting problems when he tries to
use the Outlook Web Access screens through Internet Explorer. When he
tries to open or send an email using WebAccess, he finds that his
personal copy of Outlook2000 loads up.

Is this an Outlook issue? An IE issue? Something else?

No other users on our network are reporting a problem like this - we
can all use OWA quite easily without it firing up Outlook.

Any ideas what I should be looking for?
