Default Japanese emails ?? Outlook 2003

We have a pc that has xp installed, outlook 2003, the problem is, this person
gets lots of Japanese emails, We have finally got it fixed where all new
messages display the characters correctly. This happened by installing the
multi language package of Office and setting the regional option correctly.
The problem is the older emails have ??? in the subject line and throught
some of the email body. Not all of them are this way. and none of the new
emails are. We have tried with and without cache mode running from an
exchange 5.5 enviroment. The only thing I am not certain on, is if this was a
problem before switching out to an XP pc. Any ideas? This is the only person
that uses the language, so I can't test it under someone else's pc. The old
pc died, so I can't go look at that either. Thanks
