Error 8007007E when doing Send and Recieve

Default Error 8007007E when doing Send and Recieve

preface: I have seen a few posts about this already, but none of them
have worked for me because (a) my system is locked down by my IT
department and adding Outlook Express is not possible, or (b) the
suggested fix made no difference

My problem is this - I have recently been given Outlook 2003 (finally!)
to test out connectivity to our Domino back end. Things did not go
well as Outlook would just randomly shut down somewhere in the middle
of downloading the data. In an attempt to see if it was Domino, the
connector or Outlook, I tried wirind up Outlook to my Yahoo!, Hotmail
and AOL email accounts. Same error for all of them, whether POP3, HTTP
or IMAP -

e.g. -

Task 'Checking for new mail in subscribed folders on imap.aol.com.'
reported error (0x8007007E) : 'Outlook is unable to download folder
(null) from the IMAP e-mail server for account imap.aol.com. Error: .
If you continue to receive this message, contact your server
administrator or Internet service provider (ISP).'

Task 'pop.mail.yahoo.com - Receiving' reported error (0x8007007E) :
'Unknown Error 0x8007007E'

No matter which service I tried, I kept getting Unknown Error errors.
I looked this up, and see that there is a DLL on my machine that is not
registered, but I'm not sure how to find out which one.

Any ideas? Any suggestions on how to troubleshoot? I suspect that
when this starts working, my connection to Domino will start working,
and I'll finally be free of Notes forever!
