Default Can This Be Done in Outlook?

Can you read someone elses email if permissions are set up to do so? Using
Exchange 5.5. New employee needs to be able to read the emails from a past
employee.

Any help or suggestions?

Default Can This Be Done in Outlook?

Because I would not want that user to mess with the content, I would
probably export the ex-users mailbox to a .pst file and provide it to the
new user that way.

But you can log into the old user's mailbox and give permissions to the
inbox or mailbox to the new user. You could also associate the old user's
mailbox in Exchange 5.5 Admin with the new user's directory account and add
this mailbox to her Outlook profile.
