Default Send/Receive options

I'm setting up Outlook 2003 on a new computer, broadband connection.
Usually Outloo is running, but I don't want incoming messages to be
downloaded since I prescreen them via Mailwasher. I can't figure out which
send/receive options to choose. Thanks for any help.
